I thought that the zombies of Haiti weren't just folklore, but humans who's been drugged into brain-damage and who are held as slaves?
Indeed, that's the hypothesis put forward by Wade Davis, the author the "Serpent and the Rainbow", its a great book.
Davis originally wrote it for his PhD dissertation and did get into some hot water after it was published; it's been alleged he misrepresented some of the data he collected in Haiti.
I did some reading on Haitian Zombies and Rituals a few years back and it was exactly how you described it, with the blowfish ingredients crushed into a powder to turn people into "zombies" that couldn't really think for themselves, like a form of hypnosis. It was really interesting stuff, and some of it was downright frightening.
There is one story of a guy who disappeared as a young boy from his village, who returned to his village as an adult and recognized his family members; he claimed he was kept as a zombie for years, and his story actually seems somewhat credible.
