OP left out the last line of the rules:
Don't make post 13 if you don't plan to start the next game.

I'm not sure that I totally agree with that rule (For example you are allowed to pass in StoneKeeper's and Boromir's games). It is good sportsmanship to create a new game, but I don't necessarily think it should be mandatory.

I agree. I think it takes away from flexibility, freedom of choice and it's a reason I don't participate in this game as much anymore.
