I feel so stuck in life. I have worked for the same place for 20 years now. I am 39 years old. In January I finally finished my Bachelors Degree (Information Technology Management) and in spite of that I feel like I can't find another job. Like I'm cut out for nothing.
shareProblem with getting a BS at 39 is that you are competing with millions of young men and women 17 years younger and willing to work for less pay then a 39 year old who probably has a family/house/wife to care for. Companies also favor the young because they are generally more moldable to their business ethos.
These colleges, looking for money, don't tell older students this.
Caveat emptor.

well if you are manageing IT systems / people i'd think its pretty well paid,
you have to balance if the pay cut is worth it to be doing the job of your dreams , like running a little cake shop , or whatever
or go be it consultant contractor -that'll be exciting and keep you on your toes - you know never knowing if you'll be employed in 3 months
Your problem is working in the same place for so long. Get your retirement vesting and move on. Every time I moved jobs my salary went up a lot more than if I just got promoted or a raise in my current job. Companies do not reward people - they figure if you won't move they don't have to pay you any more. And then there is you have to go out and look. If you do not want to do that, then try contracting for a while. You make more money and get more experience.
