shareI would put the age limit at 16. But even younger should be at the discretion of the Judge. I met some 15 year olds in my time who were well up for sex and some 18 year olds who weren't. It's not black and white is it ?

shareNo, for a 16 year old for sure. In my country 14-15 year olds have a close-in-age exemption of 5 years. So an 18 year old will still be legal.
shareSame here in Florida. We have “close in age” exemptions that allow 16 and 17 year olds to have consensual intercourse with a partner up to age 23. I believe below 16 you might start to get in a little trouble, depending on the situation.
When you realize that an 18 year old and a 15 year old could be contemporaries in high school (one a senior and the other a sophomore), it’s not hard to imagine that dating between those two could occur and lead to intimacy.
I would not go lower than that, however...
To answer the question... no, I do not think it should be a crime for an 18 and 16 year old to engage in consensual intercourse. Depending on birthdays, that could be a high school senior dating a high school junior, and no one would consider that creepy or unusual.
