They should ban fireworks
It's annoying, scares animals. And every year people have injuries on hands and eyes, or are even killed.

Fireworks are illegal in my State, but the cops turn a blind eye on holidays. They have better things to do than answering hundreds of calls for people lighting off fireworks. It makes more sense to legalize and regulate things like this.
Lots of things are annoying and scare animals, but banning them seems like a knee jerk reaction.
Concerning injuries, a little personal responsibility goes a long way.
