At least here in the US, I think its hypocritical and unfair that men can go to the beach without a shirt and women can't in most instances. We all have nipples, so what the hell is the big deal?
Last time I was in Mexico, there was a large number of Europeans at the resort and many of them were topless. No one cared, no one stared, no one gawked.

It seems like a form of repression that we've never grown out of. Wasn't there a time when women showing their bare ankles was shocking? I know in many Muslim countries it still is. What makes breasts worse? Maybe it will change in many years.

Because female breasts are an object of SEXUAL DESIRE, an erogenous zone. So, it is a big deal or we would not have topless bars, topless mags for horny men, topless actresses in soft porn, and etc. And all women would desire to go topless if it felt so non-sexual.
Men's chests are attractive only because all parts of the body could be deemed attractive, but it's not the same as female breasts.
We can't assume that nobody in Europe supposedly didn't care, or just had to go along with the flow due to the law, like having to accept (annoying) dogs in supermarkets because it's now the law.

There is a duality at play I agree. I would also say in Europe that there would be many non Europeans (ie Muslims) who would have a huge problem with it.
Fully nude beaches. We also have nudist colonies , but that's irrelevant also unless everybody who enters the beach is informed that everybody will be naked. Otherwise, what is so special about full /partial nudity on the beach vs. in general public? (also, is there some unwritten notion that Europeans are more top-notch then Americans?)
Sorry, I cannot make out your reply. As I mentioned, there are nudist colonies also. So is everyone who enters these beaches notified that it's a nude beach, or left as a surprise??

No, it's not about being mature, since it has no correlation to men being exposed to sexual nude female- breasts and then expecting them to not look. In that case, then you would need to not make women feel uncomfortable by not looking at them topless 24/7, anywhere and everywhere they decided to expose themselves.
And why would a woman want all of these men looking at their breasts if they had any self-respect, because she's immature and feels too good to have to wear a swim-suit top?
America is a very very large country, as you know. I'd say it depends on where the Americans whom you have met are from, their socioeconomic status---and all of that other bothersome demographic stuff. We Americans can be wild!
But, I assure you, whether an American agrees/ disagrees with topless females on the beach isn't exactly a measurement of uptight-ness in the grand scheme of things.
