Godzilla was a jerk!
Godzilla is both good guy and bad guy and neither at the same time. It's Japan's infactuation with nuclear power (and weapon.) Even after Fukushima, Japan still wants to embrace nuclear dearly. Its already sending it's people back into radioactive areas, along with unknown long term risks. They even provide a new school in it, built from scratch for the returning school children.
They pretty much love their Godzilla.
