As someone who enjoyed watching it in the 90s and early 2000s, I can attest that its quality started declining in 2004, when they brought in all those stupid shows with the boys in the hotel, Hannah Montana, that stupid time-traveling family, several other unfunny sitcoms, gross cartoons, and started gearing the channel's content towards really dumb 10-year-olds instead of teenagers. You could almost tangibly see the changing of the guard the moment the crop of kid actors from the millennium grew up and moved on to bigger projects or disappeared.

HANNAH MONTANA IS INCLUDED IN THE GOLDEN AGE OF DISNEY CHANNEL...IT MARKS THE END OF THE ERA.
