Nobody has said that that the aid is missing. The Biden administration was delaying shipments of aid for various reasons. Biden did want to help Ukraine but his administration did fear escalation.
Zelensky did say that the US only provided half of the military aid that was promised so that could be inefficiency or corruption.

There is plenty of fact-checking of Trump because he lies all the time. I would believe the journalists of CNN and other established new outlets over the bots circulating disinformation on social media. I've been following the news for over thirty-five years so I know good sources.
