Liberalism has a widely accepted term of reference that is not different in the USA vs. in Europe. The term is much, much older than the contemporary usage of 'progressivism' (or what its come to incorporate). Bill Maher has never been progressive.
The UK is the epitome of nanny state nonsense. You have no perspective, so we don't expect you to understand and your opinion is meaningless in the context of US politics.
Left/right, conservative/liberal are absolutely dependent on where you're standing. Again, no perspective.

The definitions aren't, but what is in vogue is. So classical liberalism, for instance, is not very popular in the UK at all. It is much more popular in the USA. This does not mean that "classical liberalism" has two different meanings in the UK and USA.
