I don't know what the potential dangers are to breast implants if any, or the reversibility, but unless I see some real health benefits, it's easy enough to conclude not to give it to minors.
And I still don't know what's the purpose of circumcision, especially if that purpose is cosmetic like you said.
In any case, not only are you getting examples that are more minor and probably even safer and using them to justify something pretty f-cking extreme, but you're also comparing something recreational to something that is argued to be life-saving medical treatment.

The surgery increases depression and the likely hood of suicide. Because they’re mentally ill and need psychiatric help. Not surgery recommended by those with profit motives.
