It might make sense for a crook like Trump to accrue the $10K penalty each day until the state drops the case. His political action committees have over $100M and he's probably self-dealing again. It's a civil case so he'll probably just get fines. The state just needs to move forward with their case since Trump will never cooperate. Trump didn't cooperate with Mueller and his whole strategy is to appeal and delay. The statutes of limitation on many of these cases are approaching so prosecutors are running out of time.
