Japan culture is regressive for the most part and many people are too busy doing hard work, no play or kawaii stuff at home like watching anime, manga, etc. to care about relationships along with being too shy in nature. Japan will decide on their own how they want to handle this crisis since they have their own rules that the UN can't do anything about.
Europeans on the other hand will gladly replace the white population with more migrants from the Sub-Saharan to the Middle East to East Asia. Can you blame them for mass fucking with no protection?

I took more time to skim read a bit more of the UN article. This is just addressing the 'decline' in population so to make up for that decline and keep the numbers going, I can see why they're suggesting what they're suggesting. They even look at other nations besides the 2 you mentioned above like Russia and S. Korea. How would 'YOU' address population decline and an aging population that need people to care for them in retirement homes? I wouldn't call this replacement if they're dying off faster than they're replacing, more like 'filling'.

Less children usually entails an educated working family. Just watch the movie Idiocracy to see what I mean :p. White nations are more educated as a whole and have contraception tools at the ready while 3rd world nations aka developing nations lack most of these necessities hence they fuck like dumb animals.
