SOLVED - What's this film? Live action with animated scenes

Hoping someone can help! I'm trying to find the name of a film from the 80s-90s, probably more 90s.

There are only two distinct sections I remember. One is the live action scene where a guy in a hazmat/Astronaut suit is walking around either a ruined city or industrial area. The second part is animated and involves a whale flying through the air/space.

It ISN'T any of the following -
Heavy Metal
Animatrix
Hitchhikers Guide to the Galaxy
Fantastic Planet
Cool World

Fantasia 2000 from 1999 is animated and has flying whales. Could you be merging two movies from memory?

Absolutely positive. The whales were more flying through the night sky rather than space itself

btw the flying fish look like Coelacanths, not whales. luckily the redditor also remembered them as whales :)
