I find this story hard to believe. Pacino was a major star at this point. His salary would have exceeded the film's budget.

However, Mink, the Dane, and Bernie are in a love triangle. Mink and the Dane are an item. Bernie "jungled up" with Mink to get information about Caspar's fixes. This is spelled out in the movie several times, though it's subtle.
IMO, Spike Lee has flashes of brilliance, but can't always gel them into a great movie. This film is clever and has good moments, but without Foster, Washington, and Plumber it would be only clever.
Special mention to Kim Director; she added a lot of panache to her performance.
Are any major characters in the movie (except Denzel) not POS? I haven't seen the movie in over ten years, so I can't speak definitively.

As you may know continuity was not a factor in films. For example, Blofeld not recognizing Bond in OHMSS. That may be one explanation.
To me the bigger question is why didn't the Craig series refilm the novels in sequence? Money is probably the answer. I suspect commissioning an original script was much less expensive than reacquiring the film rights and commissioning new scripts.
The plot required it is the reason. Keeping Bond alive AND dragging him to Kentucky makes no sense. The novel may have explained why, but it has been years since I read it.
My particular belief is that Goldfinger was gay and had a crush on Bond. In the movie, Jill Masterson says she is paid to be to be seen (and seen only) with Goldfinger. That makes her sound suspiciously like a beard. He shows no attraction to women. Pussy is a lesbian in the book and the movie, though that angle is played close to the vest in the movie.
In the novel, Goldfinger is portrayed as straight, but that angle is removed from the movie and he does wear a flamboyant jacket.
yes, "ton of memorable/rewatchable moments", not a great movie, but rewatchable
