Well yes. For Lord Rogers, Hugh Grant or Jack Davenport. I think Sir Chamberlain should have a Scottish actor like David Tennant.

For Sir Rothbart, I’d cast Toby Stephens. Maybe Jack Davenport or Hugh Grant could be a fun choice for Lord Rogers. Maybe Robert Lindsay will be a jolly choice as King William. For Bromley, maybe Tom Holland. Maybe Lili Reinhart could pull it off as Odette. I’d like to have a Scottish actor playing Sir Chamberlain like David Tennant or Ian Glen
The movie never said or stated it’s set in England or in London! No one in the movie said it! Eyvind Earle’s art direction were inspired by French gothic manuscripts, notably the Book of Hours by the Limbourg Bros. Another reason that the fans mistaken this film in Britain is that the herald called Lord Duke (from Disney Princess Enchanted Tales Follow Your Dreams) has a Mid Atlantic accent, possibly voiced by Hans Conried in a high pitch tone (side note: Conried also modeled for King Stefan and recorded some voice lines with his normal voice before being replaced by Taylor Holmes for the voice role of Stefan). Anyways, the biggest and most important reason why this film is probably set in France is the French pre-revolutionary anthem, adapted by Tchaikovsky and redone by George Bruns, at the end of the film where Phillip and Aurora reunite their parents. If it was set in Britain, then it must be God save the King.

One of the clues for this film being set in France is I have heard is that the name Aurora is inspired by a French name “Aurore”, originally a Latin name for Dawn. I have noticed that some characters names are partly French such as Fauna (originally Greek), Phillip (Phillipe in French, originally Greek), and Stefan (Stephene in French, originally Greek). Several banners in the castle contains the Fleur De Lis hanging around the castle. Sir Minstrel and Lord Duke were wearing garments called Giornea in Italy and a Journade in France, respectively. The background design with the words saying “Walt Disney Presents” is filled with the Fleur de Lis signs, which is what France have looked like before the French Revolution. Even though the landscape and architecture are German, the architecture and design of the castle is not just generally English but it is also French. Stefan’s castle was influenced by the Neuschwanstein Castle in Germany and other castles in France such as the Chateau De Saumer and D’Usse. You can hear French words such as “Troubadour” in Aurora’s christening and “En Guarde!” by King Hubert during his quarrels with Stefan. I have noticed that the narrator said that all of “high or low estate”, referring to the Three-Estate system used in Medieval France before the French Revolution. Just because Aurora and Lord Duke have English accents, doesn’t mean it’s set in Britain.
