You have a point. They used a funny-looking cone in Get Smart. High-ranking officials and heads of state silently write notes to one another to communicate even in their offices because they never know if someone is eavesdropping. In one of the TV dramas, the most secret handler insisted on communicating in hand-written notes in the middle of a lake.
I never saw high-ranking officers of any other countries' intelligence agencies who work in secure rooms in the middle of a larger room.

I agree. Britain was not willing to come to Norway's aid if Norway were in need during the war. So why should Norwegians stick their necks out for the British?
