It's not her bare legs, it's just a shot of her legs walking through the school corridor.
The reason why it's a double is just because she wasn't there to shoot (because she was minor she couldn't do long hours).
It's all explained in the DVD featurettes.

If you're three months into a shooting, you've got a decent role, lot of scenes, and then the director/produced pressures you to take off your clothes for one scene, I understand the dilemma.
But for that? Weird.
