I literally just saw this film on TCM and I know the scene you are referring to. I don't get it either! This "kind" of sound is not something that would be commonly heard ( judging by the reaction) amongst the apartments. So, why wasn't this mentioned to the police friend? Hopefully someone else will be able to shed some light on this question for us.
