Sam wanted to redeem Karli because Sam doesn't know what WE know.
The show lets us, the audience, know that Karli has become a ruthless killer; her own underlings have come to doubt her. KARLI IS A VILLAIN THROUGH AND THROUGH. Again, the SHOW thinks this, NOT Sam. I don't see why we are still arguing about this.
Sam's mercy is misplaced, but it's essential to his character as the new Captain America. The show doesn't want us to think he's right about Karli. It just wants us to see that Sam, like Steve before him, wants to bring out the best in people.
For example, some folks on here have argued it's deus ex machina to have a GRC member be a helicopter pilot (and it was admittedly improbable), but it's a plot point that shows how Sam, as Captain America, isn't a sole hero on his own, but rather a leader who brings out the best in others.
Sam wanted to save Karli. She was past saving, but in the process (I think) Sam DID help Walker redeem himself.
