He's a half brother I think...And Anakin was conceived through the Force some Star Wars theorists say that it was Palpatine's scheme to produce the Chosen One and to manipulate him

He's Anakin's step brother, so they are only related by marriage. He is Cliegg Lars' son. Cliegg married Shmi Skywalker, Anakin's mother. But Shmi is not Owen's mother, and Cliegg is not Anakin's father.
