Are these characters really supposed to be in their 90s?

Or is the time setting of the film the early ’00s?

It should have been around 2005, but they never definitively established that.

Right in the beginning it says "London 2009"

yes. I also wondered why it was set in 2009. It is only that it works with the age of the actors (and that is a bit weak...)
