I read the script. It was too much like End of Watch. I was really expecting more. Instead of Latinos, they gangs are orcs. It really is basically Alien Nation, but with an orc, not an alien.

Yeah, it had elements of End of Watch: A couple of LA cops involved in things way, way out of their league. The Orcs are the street gangs, the elves and feds are like the cartels and CIA.
But there are also a lot of Orc references that people have said about African Americans, things like physiological differences accounting for why there are so many in the NFL, especially linemen. And there are certainly some references to the Elves being like Asians or Jews - better educated, running things from behind the scenes, etc.
I kept thinking that the filmmakers are trying to say some things about racial stereotypes, but wasn't really clear on their message.
That was the problem. They were making comparisons but never really saying anything and the racial politics just felt so outside of the film as a whole
