I'm no pro athlete, so this might not mean nothing, but I play sports in high school year round. I did my most intense work out during track season (I believe basketball, volleyball, and ran track). Besides a lot of running, I did weight lifting as well during practice and during school (that was optional). I was super slim and my muscles only showed when I flexed or carried something. Other than that, I just looked like I had an athletic build.
From what I've read and heard, Kylie Bunbury does work out. I don't know if she needs to work out more and build more muscle, but it's not like she just tried out for the role and that's it. She went to pitching camp, does weight lifting, boxes, and some other things. There may be more to building a pitcher's physique, but IMO, she does have upper body strength even though it looks like she lacks it.
Point being: you can have the necessary strength to complete a task even if it's not obvious.
