Who is the figure represented on courtroom rotunda floor in episode 3

Does anyone know who the figure was in that episode? The figure is represented in a circular, and quite possibly, tile mosaic and is holding a staff with a halo or sorts above head/staff and is also holding a document in the other hand.

I've forgotten if it's the figure of "Justice" from Greek or Roman mythology or an Indian character, representing California itself.

Maybe that narrows it down for you?
