Thinking back, Five's outfits are very.. Five - secondhand ghetto-kid with penchant for bright colors. Somehow it fits the character. :)
To me it looks like they're dressing her like a grandmother. I don't know any teenage girl, or any young woman, who would choose to dress like that.
Showrunners should let Jodelle Ferland have more input into the way her character is dressed, rather than whatever misguided costuming director is responsible for her garb so far.
She's 22. Look at those big breasts. They have to cover her up a bit to make her look like a teenager.

I think it's the protectiveness of the crew towards her, she's the little sister type for all of them, so she has to maintain this innocent look, if she was wearing clothes that let her boobies breathe, she'd lose that innocent look completely.

its ridiculous how they think dressing her bulky will somehow negate the fine curvaceousness she possesses, even though anybody can notice those assets under bulky clothing, might as well tape em down with duct tape while they are at it, give her natural feminine curves the boys dont cry treatment.

The costume works well, though, as she looks like a 16-17 year old at that 'frumpy' sort of 'puppy fat' stage some young women go through (along with the crazy hair and accessories), before they finally figure out what kind of look(s) suit them better... and in some cases make them look seriously hot!!
Such women often possess massive jugs, but still have additional padding too. Notice how they also choose costumes that make her hips and backside seem quite rather wide, for example.
She's supposed to be 15 on the show. I don't know why they decided she'd only be that old while using that actress, but they did. I chalk it up to them thinking about it about as hard as they did anything else in season 2 (not at all).
They probably read all the bitch-threads on IMDB, where people whine about how child actors cannot act and so cast a grown-up who could...
