Why wasn't 2023 Nebula chained up or dead?

Gamora goes in to talk to her, and Nebula's just kind of sitting there in some sort of cargo bay or something. Gamora reaches out to give her a hand and she gets up and they walk off. Thanos has this giant army, and none of them are guarding the known traitor?

Gamora always bested Nebula in battle, so Thanos figured he didn't need anyone besides Gamora to guard Nebula. Little did he know ...

Didn't any of those home movies he watched on her eye-projector show that Gamora had also become a turncoat?
