I'm sorry that I'm not really familiar with them (maybe slightly softer than what I'm thinking?), but if you want to recommend any particular one, I'll check it out.

Admittedly, I watch more 70s and 80s, but I've seen a lot of the Emanuelle type movies of the 90s.

Those Emanuelle movies are similar. Soft core is pretend sex. "Scorned", "Illicit Dreams" and "The Dark Dancer" to just name a few.

yeah there's nudity and titillation, but they aren't really fucking.
And I think you never see a fully hard dick.
That's the softcore I think of with cable tv's early days.
And the movies had 'plots', sort of. Usually some kind of glamorous location or situation, like fashion models or spies or millionaires. It was more aimed at couples I think. It was like entry level porn that you can watch with your wife.

I thought I thanked you for the titles, but it looks like I didn't. Sorry. THANKS! Anyway, I watched 2 of those Shannon Tweed movies. Not that it matters, but they aren't softcore movies. They are more like "steamy-intrigue" movies oriented at women (like Danielle Steele novel). They are mainly a plot that involves some kind of gossipy relationship, with a bitchy character, and some steamy yet not very explicit sex scenes spicing it up.

By contrast, a typical softcore like the 1990s and 2000s reboots of Emanuelle exist solely for the sex scenes, with a thin premise woven around why they are happening. The sex is as suggestive as possible without showing penises and penetration.

Not ranking the two, but they're just different genres. I think the Shannon Tweed ones are geared towards women, possibly trying to make men happy who might watch along. Softcore movies theoretically appeal to men and women somewhat equally. And hardcore is for dudes!

Gotcha. Another is Zalman King's Red Shoe Diaries. I figured those Shannon Tweed movies were softcore b/c they featured strong sexual content and nudity. She was always screwing somebody and her tits were flapping around..lol. Now a days, showtime has actual porn movies. They just edit the heck out of them. Have you seen any?
