Will he be returning? And if "yes" who's playing him?

My guess is that he'll be played by Ray Wise. It is theorized that BOB has the apprearance of the last person he inhabited. So it could be Wise, or maybe even Cooper himself. It's hard to know what has happenende the last 25 years, though, so it could be anyone. But Leland IS dead and Wise is part of the cast, so maybe!

Killer Bob committing one terrible act after another in the guise of Coop would be just too good.

I would have preferred the baby-faced MacLachlan channeling the worst of humanity but a craggier Kyle is still preferable to no Kyle at all.

Until we know the complete cast list, it's hard to tell. Maybe though it could be someone unknown, from the filmset crew, as the original actor was.
