So, by letting himself go to the Tower for torture, and making sure the Americans knew about it, he effectively ran them out of the UK.

They thought he would be tortured. He was. They also thought he would rat them out. He didn't, but by them thinking he would, they had to leave quickly, so now they are off of his back.

Does this sound about right, or am I missing something else?

Turns out you were wrong. The dr was a double agent and the woman burned all her correspondence and started drinking heavily
