Hard to explain but yeah. Joel should be an aged, weathered, masculine man but instead we get somewhat of a yuppie with a dirty sanchez. Tess could pass as somebody's grandma and Ellie just looks weird to me. The game seemed more Hollywood in this regard than Hollywood itself as far as making the characters easy on the eyes despite the circumstances.
Anna Torv (Tess) is an attractive woman outside of the show. The point of the costume/makeup design is to show what people who’ve been through 20 years of an post-apocalyptic world would like like.
Would women be concerned about makeup and how they’re dressed/look if they’ve spent the last 20 years trying to survive? Likely not.
Nobody should look like a model two decades into an apocalyptic nightmare. Everyone still alive at this point would look hungry, weathered, and probably dirty.

Yeah, you can have a dystopian society but still have attractive people in that dystopian society. The Metro games are a good example of showcasing a post-apocalyptic Russia, but they still managed to make the main female characters look naturally attractive despite the circumstances.
Your observations about them making the women ugly on purpose is something that they do deliberately in Western media as a demoralization tactic, and as a way to push the feminist messaging that the "male gaze" is evil, therefore, promote the ugilification of females.
Yeah, unless killing off all the naturally pretty women and handsome men was some kinda part of the plot that occurred in the span of 20 years, I'm calling bullshit on their logic.
Some people are just genetically gifted and stay looking good for a long time, not to mention how 'sought after' and 'protected' they would become in case of an actual apocalypse cuz of mating reasons.
That's also what made The Last of Us 2 even more ridiculous, because it turns out the only person immune to the vegetable-zombie plague is a rug-burning lesbian and she only has the hots for an ugly Jewish girl. It's just Ellie really. It's hard to get around the fact Bella Ramsey has a really weird face and head even if she plays a decent Ellie. It's very distracting, even the wife who knows nothing about The Last of Us games finds her really strange.

Movies and TV series is a visual medium and pretty faces go a long way to increase entertainment value.
It adds to the escapism value of the story.
If I wanted to see ugly faces, I could just go step outside and be swarmed by ugliness personified on every street corner.
