Well, it's not like it's a first. There was Cobra Bubbles in Lilo & Stitch after all.
Considering that among the Polynesian cultures, tattoos are considered to be part and parcel of the person, not decoration or weird, but the normal thing to do with human skin, I think Walt would probably approve.
Above and beyond that, it's entertaining people, sparking dreams in children, and making bucketloads of money for the Disney company, so yeah, I think he'd be okay.
