True or False: CIVIL WAR Was More Of A Captain America Movie Then An Avengers Movie

How about it?? CIVIL WAR pretty much had The AVENGERS minus THOR & HULK who were back on Asgard for THOR RAGNAROK, but it was also a CAPTAIN AMERICA movie 1st and foremost??

My guess is that they were trying to do a version of Civil War from the comics, which could go either way.
