One could argue that they couldn't improve on Winter Soldier so bringing in the others was a safety net to assure the box office haul.

shareI agree. It's about Cap and Tony's relationship rather than Rogers himself, which IMHO makes it an Avengers movie. Which is a distinction so unimportant I'm only willing to devote a couple of sentences to discussing it, the important thing about the movie is that it's entertaining.
I mean, funny books do that sometimes, especially Marvel's. They bring characters in from other books to tell a story centering around the star of the book in question. This is definitely Captain America's story, just one that involved his interaction with Iron Man and some other heroes.
An Avengers movie tells a story that involves the entire team, and doesn't focus heavily on one character.
Civil War could have been rewritten as Iron Man 4, with the narrative emphasis shifted onto Tony Stark, but as it stands, and especially with Bucky being the character whose actions propel the story, it makes far more sense to base the story around Cap.
Not to me. Cap gets a lot of focus in this movie, where as the Avengers movies don't favor one character over another. The focus of this movie is Cap, and his quest to save Bucky. Everyone else just gets caught up in it.
