First of all, yes, it is this bad. Cartels absolutely rule Mexico, the whole government, military, law enforcement and justice system is systematically infested with corruption and people from the cartels.
The cartels do indeed massacre hundreds of civilians, decapitating them, hanging them from bridges etc. - just as depicted in the movie.
People, especially young women, vanish/are being kidnapped, trafficked, abused in every way and murdered.
Mexico is a completely lost case and whenever a politician comes along trying to change it, he is quickly killed off.
You do not have the slightest clue, but yeah, "legalizing drugs" sure is the answer.

shareLegalizing drugs would have massively helped decades ago but now cartels are so deeply rooted into so much of Mexico, both criminal and legitimate, as you say, pretty much a lost cause. And now there are generations of high level cartel families with legal US resident status joining things, it will most likely get even worse in the US. The plot of Sicario 2 might not be fiction for much longer.
