He seems like a big exclusion, he was a big part of Harry, Deb and Dexter's past, he was Harry's best friend and he's not even been mentioned. Seems like we should have a young Matthews as Captain instead of Patrick Dempsey's new character.

Seriously this is at least 10 years ago, he could be at another precinct, being long time friend of Harry, that means they have worked together at some point, which could be somewhere else.
He should appear, maybe few seasons later.
Sarah Michelle Gellar is a special guest star so she could be replaced by Matthews.
Patrick Dempsey could end up on Dexter's list.
Nah man you definitely got the vibe Matthews was there as Harry's best friend at the precinct when he found Dexter after his mother died, Matthews was in the know about all that, and after Harry died Matthews essentially became Dex and Deb's surrogate father figure, no way he becomes that if Dex and Deb are essentially grown by the time he gets there.
