It is. He's channeling those scenery chewing 90ies villains and I love it. I'm thoroughly entertained every time he's on screen.
What I loved the most about The Flash was how light, sunny and camp everything was.
The superhero was a goofball, and even some of the villains didn't take themselves seriously. I love the likes of Top, Mirror Master and yes, Captain Cold. Such delicious fun :D

Yeah I agree, it's intentional camp and I like it. It does bring a lightness to the show - a lightness it needs.
