The US government(Not just picking on Whites here)'s refusal to enact welfare reform, coupled with the increased overcriminalization of daily life, definitely inflamed what were already distressed circumstances within the nation's most impoverished enclaves. Many of which are inhabited by non-whites

I can't comment on racial harmony, but it was a time where black artists were barely shown on MTV.

WRONG. By 1985, MTV had shown Michael Jackson's Thriller video every hour on the hour. Lionel Richie, Prince, Billy Ocean, The Pointer Sisters, and Sheila E were on heavy rotation just to name a few.
