I've never seen this, but is the clown the same clown in the Terrifier movies?

Yes he is. This is the first movie featuring Art the Clown and, in my opinion, is the best of the three films featuring him.

Also, a different movie with a different story, but with the same character from what I've heard. I have to check out this movie and its sequel.
