Well, it's not impossible to be shot in the head and live. Look at Gabby Giffords. Or that girl in Afghanistan that the Taliban shot in the head. There's actually nothing wrong with her at all now. And I'm positive there are others.

There's also the case of Phineas Gage. The crazy thing about him, he just walked that sh!t off.

The only way that it would be believable is if it's in a flashback scene or in Eggsy's thoughts. In the blu-Ray version, you definitely see a bloody mist exit the back of his head after Valentine shoots hum so I'd say that he's most likely dead.
