It's a rip-off, pure and simple.
Had it been stated the character is a relative of Matlock with his quirky characteristics it would be homage, but that would have involved coughing up some cash. So, rip-off.
Kathy Bates as the lead character could use any name and draw an audience. Then the success would be dependent on the scripts.

If you’d have seen the first episode you’d know why she used that name.

shareThere's no connection and calling it a reboot is just a manipulative business ploy to get people to watch. It's like if they made a show about a woman who's name happens to be Mulder, used to watch the X-files and fancies the paranormal and then trying to sell it as The X-files.
shareHer real name is not Matlock. It is something like Kingston. She used the name Matlock as a tie in to enable people to be more acceptable to her more quickly
shareIn one of the trailers, she made reference to her name as "Matlock, like the old TV show" (or something similar to that). So in her canon the original Matlock is still a fictional character.
