The police station thing could have easily led to the cops banding together to seek Kilgrave out and spread the word that he's "out there" which in turn would have made it harder for Kilgrave to stay out of the spotlight.
So Brett, Clemmons and some of the other cops tell IAB, "Yeah, a British guy in his 40s commanded us to all point guns at each other or ourselves. He uh, yeah, he looked like he was a stalker with a crush on Miss Jones. He also threatened to make us eat our phones if they went off."
Given the support group members, I think it could've worked if the show established that the cops at the precinct realized exactly what had happened - Ruben's head, the Mexican standoff and Russian Roulette poses, "THE NEXT PERSON WHOSE PHONE RINGS HAS TO EAT IT!!", Kilgrave telling them to dismiss it as a hilarious joke, all of it. That sure would be interesting since Jessica would have more people to rely on than just her neighbors, plus Simpson and Trish. I'm sure some scenes would have to be rewritten. For instance, Jessica going to her childhood house after Kilgrave takes over it? It'd be likely to have her going in with a stakeout team having her record the conversation on her phone (similar to when Misty tricks her shift lieutenant into admitting to being a mole for Cottonmouth). Or Jessica ends up being able to focus more on her HC&B stuff, enough that Jeri wouldn't be tempted to use Kilgrave on Wendy, and let the cops handle Kilgrave.
It'd also be interesting to see how the NYPD higher-ups would treat the Kilgrave situation. I guess they could treat him as a terrorist or a public health crisis, and creating their own ways to counteract Kilgrave's powers.
