How can a city have a thousand planets?

The comic book was called "The EMPIRE of a Thousand Planets", which makes a whole lot more sense.

I believe the reference is that the city was built and is inhabited by the species from a thousand (metaphorically) planets, thus, the City of a Thousand Planets.
