I feel like Hush would work in this Batman universe, but many people say his story is too much like Riddler's
I think the Court of Owls will be there. The first Batman movie had numerous villiains in addition to Riddler (e.g Penguin, Falcone). So Court of Owls might be intertwined with the main villain
