I couldn't stop thinking about that the entire film? Can a 13 year old get tattoos with parents' permission? If so, what kind of parents would let a 13 year old get multiple tattoos on his hand?

His own mom was a heroin addict. That should say a lot right there.

They were just the kind of amateur tats that anyone can make: scratch the skin a little and put some pen ink into the cut. His were very simple letters or symbols...hardly the work of a tat artist.
