That lady from the FBI certainly isn't a Mensa candidate, that's for sure.
She seems incredibly gullible - even after learning the truth about Frederik, she is now on some crusade about the family killing their son based on nothing but Frederik's accusation, and her own inability to admit she *beep* up.
First of all, the family tried to keep the return of "Nicholas" low-key. The authorities didn't want to cause the family more grief and probably wanted to believe that Bourdin was the missing boy, as Fisher said, "Nobody would be wrong about something like that." They also needed a warrant (court-ordered) before they could properly investigate and obtain blood samples for DNA testing.
