This goes beyond being just a superhero film. It's a conspiracy thriller (felt like 3 days of the Condor) filled with action that touches on poignant issues of our day (NSA, drones, freedom versus security), and one that actually develops the broader Avengers story line. It also has Abed.
The best solo sequel film we can all agree on that it seems.

a good movie, yes, but not the best SH film.... there was little to no character development for Cap..... it was more of a series of good action scenes strung together with a shallow plotline that revolved more around TPTB at SHIELD than anything else...

It's certainly worth the argument. FX running this movie then Avengers back to back last night had me thinking those are the best two superhero films ever seen.
