I wonder if Rook was originally intended to be David but Michael Fassbender couldn’t come back and/or they really wanted to digitally bring back Ian Holm, especially since Rook has David’s similar mission of utilizing the black ooze to create Alien life (even mentioning the Prometheus mission). Also when Andy is reprogrammed with Rook’s chip, his speech and mannerisms are reminiscent of David in Prometheus and Covenant. David’s presence as well would have filled in the gab between Covenant and this film.

The film takes place closer in time to the original Alien. The station that they break into was made near in time to the original Alien. And at that time, Rook was the model; the David models are long gone at this time. that's why I think they went with Rook (as well as the nostaglia).

Plus - they're trying to move away from Covenant, which was a box office bomb that nearly killed the franchise. So I don't think they ever had ideas of bringing back Fassbender to make people think of Covenant

Indeed, it’s possible but I don’t know for sure. There’s still the time gap between Alien Covenant and Alien that needs addressing, David’s story is most certainly not concluded yet.

Yeah, it would be interesting if it is revealed in the next movie David is still alive and continuing to rule over the Xenomorphs with plans to conquer Earth and possibly even tie it into the Book of Revelation with David being the Antichrist and the Xenomorphs being the dragon.

I'm wondering if a possible Covenant sequel script was reworked into Romulus, i.e. The Gen Z crew finding the Covenant in deep space (instead of Romulus station), Fassbender/David (instead of Holm)

I could see that or David might have possibly manipulated his way onto the Romulus crew.
