Why did Joe kill the Nazi Colleague who brought him his new passport?

I was thinking he went to become resistance (guys came getting rid of the body), but later we see him kill the Nazi Defector, making him seem like a total Nazi believer to me?

It's supposed to be a mystery. The answer is revealed in S03E05.
