They didn't, because:

-Olivia has an exotic beauty. I'm not saying Kate looked ugly in the movie with little make-up, but it was easier to buy her as small-town cop. Olivia's beauty would've been too distracting. Not to mention that LIZA has to be mysterious yet alluring enough for JAY to fall for her fast.
-Kate has had chances to appear naked but hasn't done it. Maybe she has a no-nudity clause?
-Olivia is more famous.
